PAASS Starter Playbook

Building Inclusive Communities Through Connection, Opportunity, and Belonging

Executive Summary

This playbook provides a structured framework to help leaders build inclusive organizations like PAASS. It focuses on turning passion into action, launching impactful programs, and creating scalable community models.

PAASS was not created from a business plan—it was created from lived experience, love, and a deep desire to change what inclusion looks like in our communities.

As a mother of two sons—Connor, who is autistic, and Tyler, who is neurotypical—I have seen both the challenges and the opportunities that come with inclusion. I have watched Connor navigate a world that wasn’t always built with him in mind, and I have witnessed the incredible transformation that occurs when individuals are given the chance to belong.

Connor has now worked at Mill Valley Recreation for over ten years—a powerful reminder of what is possible when communities invest in inclusion.

PAASS is about more than programs. It is about creating spaces where every individual feels valued, families feel supported, and communities come together to build something better.
